Flood levels and flood insurance for Vernon waterfront

The 2017 flood changed how Vernon regulates building on the lake. Here's what the numbers mean for buying, renovating and insuring.

Short answer: Okanagan Lake hit a record 343.25 m in June 2017. Vernon now uses newer floodplain mapping, with a lake-zone flood construction level (FCL) of 344.6 m (CGVD2013 datum, or 344.3 m in the older CGVD28 datum), and higher levels within about 40 m of shore because of waves. In Coldstream, the bylaw FCL for Kalamalka Lake is 393.2 m (CGVD28). New habitable floors must be above the FCL. Overland flood insurance is now widely available but varies by insurer.

The lake normally varies by about 1.2 m through the year. The Province manages it through the Okanagan Lake Regulation System, with dams, channels and dikes, and forecasts inflows from February to May based on snowpack.

Watch the datum. Canada changed its official vertical datum from CGVD28 to CGVD2013, which moves numbers by about 0.25 to 0.3 m around the Okanagan. Always check which datum a survey, map or bylaw uses.

What Vernon requires

Vernon's Floodplain Management Bylaw 5896 (2022) and its Flood Hazard development permit area apply to properties in the mapped floodplain.

Properties within about 40 m of the shore can have a higher shoreline-zone FCL, up to about 347 m on some of the City's map sheets. Check the parcel on the City's flood map.

What buyers should check

  1. The property's FCL on the municipal flood map, and the elevation of the main floor (a surveyor can confirm it)
  2. Any covenants on title related to flooding
  3. Whether the seller had flood damage, sandbagging or claims in 2017 or 2018, and what was repaired
  4. Sump pumps, backup power and backwater valves
  5. Whether any planned renovation would trigger the FCL or a flood hazard permit
