Short answer: On a waterfront purchase you'll pay BC property transfer tax (1% on the first $200,000, 2% up to $2 million, 3% above that, plus 2% more on residential value over $3 million). If the home is a second home in Vernon or Coldstream, you may owe the speculation and vacancy tax each year (1% of assessed value for Canadians who don't live in BC, in 2026). Homes assessed over $3 million also pay the additional school tax, and the Home Owner Grant phases out above $2,075,000 in 2026.
Property transfer tax (paid once, on purchase)

Example: on a $2,500,000 waterfront home, the tax is $2,000 + $36,000 + $15,000 = $53,000.
The first-time buyers' exemption only applies to homes up to $860,000 (full exemption on the first $500,000 when the value is $835,000 or less), so it rarely helps on waterfront.
Speculation and vacancy tax (yearly, for second homes)
This is the big one for out-of-province buyers.
- Where it applies: the City of Vernon (except the Predator Ridge resort area), the District of Coldstream and Lake Country are in the taxable area. Regional District electoral areas are not.
- Rates: Canadian citizens and permanent residents (who aren't untaxed worldwide earners) pay 1% of assessed value (2026 onward). Foreign owners and untaxed worldwide earners pay 3% in 2026 and 4% from 2027.
- BC residents get a credit of up to $4,000, so a BC resident's second home assessed at $400,000 or less pays nothing.
- Exemptions include a principal residence, and a home rented to a tenant for at least 6 months of the year, in periods of at least a month, under a written tenancy agreement. Nightly or weekly vacation rentals don't count.
- Every owner must declare by March 31 each year, even if exempt. Failing to declare means tax at the highest rate.
Example: an Alberta resident with a Vernon lake house assessed at $2,000,000, used as a vacation home, would owe about $20,000 for 2026.

On residential property assessed over $3 million:

BC Home Owner Grant
For 2026, the grant starts to phase out on homes assessed above $2,075,000, dropping by $5 for every $1,000 over, and is gone by about $2.19 million for the regular grant. From 2027, the Province has announced a flat regular grant of $570 and the end of the extra northern and rural amount. You must live in the home as your principal residence to claim it.
Annual property tax
2026 rates vary by where you are:
- City of Vernon: municipal rates are set by Tax Rates Bylaw 6076, plus school, regional district, hospital and library levies. Vernon has an online estimator.
- District of Coldstream: its own municipal rates, plus parks and recreation and other levies.
- Regional District areas (for example parts of Swan Lake or Cosens Bay): taxes are collected by the Province, with rural rates and local fire protection levies.
Because some levies apply only to land or only to buildings, your actual bill depends on the property's assessment. Ask for the seller's latest tax notice.
How waterfront is assessed
BC Assessment values property at market value as of July 1 of the previous year. It doesn't publish a waterfront-specific formula. In practice, frontage, usable beach, dock, orientation and lake all affect comparable sales. If you think an assessment is off, the appeal deadline is January 31.
Foreign buyers
- The federal ban on non-Canadians buying residential property runs to January 1, 2027 and applies in census areas, which include Vernon. Watch for news on whether it's extended.
- BC's 20% additional transfer tax for foreign buyers does not apply in the North Okanagan (Vernon, Coldstream), but it does in the Central Okanagan, including Lake Country and Kelowna.
